A construction director from North London, Vasilis Paraskeva, and his firm, VNP Constructions Limited, have faced significant fines for serious breaches of health and safety regulations at a residential development site. The case highlights the ongoing concerns surrounding safety measures and site management within the construction industry.

VNP Constructions was tasked with the transformation of a former public house and an adjacent building into residential flats located on White Lion Street in London. However, following a proactive inspection by the Health and Safety Executive (HSE) on 1 September 2022, inspectors uncovered a range of serious safety violations. These included risks associated with working at height and concerns regarding the adequacy of site management practices.

The HSE issued both Prohibition and Improvement Notices during their initial visit, prompting the company to address these safety concerns. Despite this, subsequent inspections over the course of the following year revealed that no substantial improvements had been made. Inspectors found repeated failures in planning, managing, and monitoring the construction activities, leading to additional enforcement notices being issued.

An HSE investigation concluded that both Vasilis Paraskeva and VNP Constructions Limited neglected their responsibilities by not adhering to the requirements laid out in the enforcement notices. Visual evidence gathered from the site depicted inadequate practices related to work at height and a failure to execute proper planning and oversight of the construction operations.

Under UK law, contractors are legally obligated to ensure that any construction work is conducted safely, mitigating risks to health and safety. The court imposed a fine of £7,200 on the company, alongside an order to cover £900 in costs.

Vasilis Paraskeva, for his part, also admitted to three charges, with the court finding that these offences were either committed with his consent or negligence, as outlined by Section 37(1) of the Health and Safety at Work Act 1974. The director was subsequently fined £10,800 and also ordered to pay £900 in costs by the court on 7 January 2026.

In light of the court’s conclusions, HSE inspector Andrew Pipe issued a stern warning to the construction industry, stating: “These fines should send a clear message to the construction industry that HSE and the courts take failure to comply with enforcement notices extremely seriously. HSE will not hesitate to take action against companies and individuals who fail to keep people safe.”
