My immediate concern is whether standard emergency response and evacuation procedures were followed and if lifesaving equipment and training were adequate for rapid water rescue. Investigators should quickly review runway condition, approach and landing procedures, air traffic control communications and aircraft maintenance records. With weather likely ruled out, human factors, mechanical failure and any airfield infrastructure issues must be examined.
