Full Story

Several prominent figures in Herefordshire have been honoured in the New Year Honours List, reflecting their significant contributions to various sectors, from agriculture to education and community service.

Among those recognised is Brian Kinsley Rees, a farmer from Abbeycwmhir, who has been awarded an MBE for his outstanding commitment to enhancing farm safety. Operating on a family-run farm that features 700 sheep and 16,000 free-range laying hens, Brian has not only managed agricultural operations but has also led an independent health and safety training and consultancy enterprise since the early 1980s. His expertise encompasses comprehensive farm safety practices that include safe handling of animals, operation of machinery, and the management of hazardous substances.

Brian has been a pivotal figure in advocating for improved health and safety protocols across Welsh farms. As the chair of the Wales Farm Safety Partnership, he has successfully united key stakeholders in the agricultural field to create safer work environments. Reflecting on his dedication, Brian stated, “Our industry is no different to any other – unless you have the employers and decision-makers on board, other health and safety activities in the workforce can be far less effective.” His approach prioritises a collaborative effort between employers and employees to promote shared accountability and safety on farms.

His background in Young Farmers Clubs during the 1970s and 1980s paved the way for his lifelong commitment to health and safety in agriculture. Furthermore, Brian has been recognised with numerous accolades, including the Lantra Wales Lifetime Achievement Award, demonstrating his lasting impact on the agricultural community. His role as an expert witness in fatal accident investigations further highlights his commitment to upholding safety standards within the sector.

Another pair of honourees includes Neil Lloyd Lewis and Sasha Nicole Lewis, co-founders of Tiny Toes Nursery in Southampton, who have been awarded MBEs for their contributions to early years education. Now residing in Powys, the couple’s dedication to nurturing the development of children in their formative years has garnered widespread recognition.

Additionally, Esther Mary Eleanor Wilson, a foster carer from Llandrindod Wells, has also received an MBE for her exceptional services to foster care. Esther’s endeavours represent the heart of community welfare and the essential work of fostering, which provides stability and care for vulnerable children.

From the realm of music and environmental advocacy, the renowned singer Ellie Goulding, born in Hereford, has been honoured with an MBE for her commitment to biodiversity and climate change. A global ambassador for environmental issues under the UN umbrella, Ellie’s trajectory in music began as a young adult when she harnessed social media to connect with record producers. Her debut album, “Lights,” showcased her talent and secured her position in the UK music industry as she won accolades like the Critics’ Choice Brit Award and topped the BBC Sound Of 2010 poll.

In the political sphere, Councillor Roger Phillips has received an OBE for his extensive contributions to Herefordshire over nearly three decades. With roots as a farmer in Pembridge, Cllr Phillips has spearheaded transformative initiatives aimed at improving the county’s economy and public services. His leadership has led to the creation of significant job opportunities and advancements in transport infrastructure. Commenting on his honour, he expressed gratitude for the collaborative spirit within Herefordshire, stating, “Herefordshire has a remarkable culture of collaboration as a community, which has enabled us to continue delivering for local people.”

Cllr Phillips’ tenure has been characterised by pivotal projects, including the Hereford Enterprise Zone, which significantly boosted local employment. His influence spans various community engagements, including his long-serving role as a County Magistrate and his chairmanship at the Royal Three Counties Show.

Further in the honours list, Jocelyn Daphne Finnigan has been acknowledged with an MBE for her unwavering dedication to heritage and charity in Herefordshire. Over her 24 years of service, Jocelyn has transformed Homme House, a Grade II* listed building, into a sustainable enterprise. Her efforts have not only focused on the preservation of this community asset but also involved extensive fundraising for local charities such as St Michael’s Hospice, showcasing her commitment to both heritage and community welfare.

Other notable mentions include Ian Todd, Chief Executive of the Independent Parliamentary Standards Authority, who has been awarded an OBE for his services to Parliament and the public sector. Additionally, Dean Mark Davies has been recognised with an MBE for his contributions to defence, while Phillip James Edward and Dorothy Jean Pullen have received BEMs for their respective services to public spaces and military personnel in Hereford.

The New Year Honours List continues to shine a light on individuals whose dedication and hard work resonate deeply within their communities, reflecting the essence of public service and commitment to progress. Each individual’s contributions, spanning agriculture, education, heritage, and environmental advocacy, underline the significant roles that local leaders play in shaping and enhancing the lives of those around them.

Our Thoughts

The article highlights the achievements of various individuals, particularly in the field of farm safety, without detailing any specific incidents or breaches of health and safety legislation. However, key lessons from the emphasis on farm safety can be inferred.

To prevent potential accidents in agriculture, comprehensive risk assessments should be conducted regularly, adhering to the Management of Health and Safety at Work Regulations 1999. Training and competence are critical; therefore, more investment in hands-on training for workers and employers, as illustrated by Brian Rees’s initiatives, is essential.

Employers must engage with employees actively as stipulated in the Health and Safety at Work Act 1974, ensuring that safety measures and protocols are not only communicated but also understood and implemented. Regular safety audits could help identify risks before they lead to incidents.

To prevent similar incidents, fostering a culture of safety at all levels of farm operations is crucial, promoting ongoing education on safe practices in machinery use, pesticide handling, and working conditions. This cultural change requires commitment from all stakeholders to uphold a strong health and safety ethos in the farming community.
